Concise report on the activities of Transparency International – Moldova in 2009


Objective 1. Strengthening capacities of public institutions to prevent corruption

Research:

·    Execution of decisions made by the Chamber of Accounts and the integrity of its auditors;
·    Corruption in the energy sector;
·    Integrity and resistance to corruption in the criminal judiciary system in the south-eastern     European   countries;
·    Efficacy of public anticorruption hotlines.

Workshops and roundtables for public officials, business people and representatives of civil society: 48 events with the participation of 1621 people;

Expertise of anticorruption draft normative acts, advocacy on the anticorruption legal framework:  provided expertise to 11 draft normative acts, organized 10 public discussions, issued 6 press releases on inconsistencies in the national anticorruption framework;

Participation in monitoring the implementation of the National strategy for Preventing and Fighting Corruption: contribution to the elaboration of the national report “Progress and perspectives in curbing corruption in 2007-2009”, including financial support for its publication;

Monitoring the implementation of the Country Threshold Program in the fiscal system.

Organization of the international conference “Monitoring the implementation of anticorruption policies in the Republic of Moldova”, 84 participants, 45 issues tackled.

Objective 2: Diminishing tolerance towards corruption and strengthening the capacities of civil society to withstand corruption 

Anticorruption hotline: provided legal consultancy to 832 persons (including 202 petitioners); submitted 232 written requests to 57 public institutions; field work: provided consultancy in 14 regions of Moldova (Anenii Noi, Ialoveni, Criuleni, Hincesti, Cimislia, Leova, Ungheni, Nisporeni, Calarasi, Soroca, Causeni, Basarabeasca,  Bravicea, Hoginesti); 

Training of trainers:  “Integrity in education” - 33 persons trained, organized 114 workshops in localities for 4201 people;

Broadcasting anticorruption video and audio spots, participating in TV and radio talk shows at: Europa Libera, Kiss-FM, AltTV, Vocea Basarabiei, Let Design, local radio and TV appearances in Nisporeni, Cimislia, Basarabeasca, Causeni.

Anticorruption days for youths: 2 events – youth camp “Kamping”  (Vadul-lui-Voda) and   internat N5 (Chisinau). Total number of participants – 114.

Publications:

·    “Study on the execution of decisions made by the Chamber of Accounts and the integrity of its auditors” (500 copies);
·    “Monitoring anticorruption policies in the Republic of Moldova” (500 copies);
·    “Journalists against corruption”, Nr. 6 (500 copies);
·    “Transparency International – Moldova: strengthening efforts against corruption”  (2500 copies);
·    “Energy system: corruption or bad management?” (1000 copies).

Publication of a TI-Moldova Informational Bulletin: 12 monthly editions (distributed in 17 regions of Moldova). Total number of copies 24 000;

Exhibitions of anticorruption caricatures:  3 exhibitions in the ”Satiricus” theatre, Moldova State Philharmonic, InfoPrim Neo press agency, public park ”Stefan cel Mare”;

Dissemination of anticorruption promotion materials: 3500 brochures, 9000 leaflets, 5000 stickers, 36000  pocket calendars, 1000 diaries, 3600 post-stamps, 3000 key-chains, 600 T-shirts.

Objective 3: Supporting investigative journalism

Organizing the annual contest for investigative journalists “Reflecting corruption phenomenon in the written pres”” (6th edition): 20 contest participants with a total number of 103 articles presented;

Training for journalists: course of investigative journalism conducted for 40 students from two universities (the Free International University of Moldova and the Moldova State University).

Total budget – 140,970 Euro (Oxfam NOVIB – 93,360 Euro, AED/USAID – 2,970 Euro, Auswartiges Amt/Secretariat of TI – 40,816 Euro, Regional Anticorruption Initiative/USA Government – 3,824 Euro).
